Biliran
Governor of Biliran
Incumbent Gerard Espina (Nacionalista Party) is retiring. Espina was elected with 89.21% of the vote in 2022.
Vice Governor of Biliran
Incumbent Kokoy Caneja (Lakas–CMD) is running for the Biliran Provincial Board in the 1st provincial district. Caneja was re-elected under the Nacionalista Party unopposed in 2022.

Biliran Provincial Board
Following the reclassification of Biliran as a 2nd class province in 2025, the number of elected members in the Biliran Provincial Board increased from 8 to 10, which also increased the total number of board members from 11 to 13.
Biliran's 1st provincial district
Biliran's 1st provincial district consists of the municipalities of Almería, Kawayan and Naval. Five board members are elected from this provincial district.
Biliran's 2nd provincial district
Biliran's 2nd provincial district consists of the municipalities of Biliran, Cabucgayan, Caibiran, Culaba and Maripipi. Five board members are elected from this provincial district.
Eastern Samar
Governor of Eastern Samar
Incumbent Ben Evardone (Partido Federal ng Pilipinas) is retiring. Evardone was re-elected under PDP–Laban with 88.52% of the vote in 2022.
Vice Governor of Eastern Samar
Incumbent Maricar Sison (Partido Federal ng Pilipinas) is running for a third term. Sison was re-elected under PDP–Laban with 55.34% of the vote in 2022.

The Eastern Samar Provincial Board is composed of 13 board members, 10 of whom are elected.
Eastern Samar's 1st provincial district
Eastern Samar's 1st provincial district consists of the city of Borongan and the municipalities of Arteche, Can-avid, Dolores, Jipapad, Maslog, Oras, San Julian, San Policarpo, Sulat and Taft. Five board members are elected from this provincial district.
Eastern Samar's 2nd provincial district
Eastern Samar's 2nd provincial district consists of the municipalities of Balangiga, Balangkayan, General MacArthur, Giporlos, Guiuan, Hernani, Lawaan, Llorente, Maydolong, Mercedes, Quinapondan and Salcedo. Five board members are elected from this provincial district.

Incumbent Jericho Petilla (Nationalist People's Coalition) is running for a second term. Petilla was elected under PDP–Laban with 82.23% of the vote in 2022.
Vice Governor of Leyte
Incumbent Sandy Javier (Nationalist People's Coalition) is running for a second term unopposed. Javier was elected under PDP–Laban with 89.52% of the vote in 2022.
